EXCLUSIVE: दिल्ली मेट्रो के किराए में बढ़ोतरी की इनसाइड स्टोरी

दिल्ली मेट्रो के किराया बढ़ोतरी को लेकर केंद्र और दिल्ली सरकार के बीच अनबन जारी है. केजरीवाल सरकार मेट्रो के किराए को बढ़ाने का विरोध कर रही है और आंदोलन की धमकी दे रही है. लेकिन क्या वाकई केजरीवाल और उनकी सरकार का विरोध किराया बढ़ाने की मंशा को लेकर है या फिर ये सब राजनीतिक तौर पर मेट्रो के मुसाफिरों की सहानुभूति लेने का एक स्टंट मात्र है.

आज तक के पास दिल्ली मेट्रो की किराया निर्धारण समिति की रिपोर्ट मौजूद है, इस रिपोर्ट को पढ़ने और इसकी सिफारिशों को जानने के बाद बहुत सारी बातें स्पष्ट हो रही हैं, जिससे मौजूदा राजनीतिक हाय-तौबा को भी समझा जा सकता है.

दिल्ली सरकार को इस बात की पुख्ता जानकारी अब से ठीक एक साल पहले से ही थी कि मेट्रो का किराया कितना और कब से बढ़ रहा है. क्योंकि किराया निर्धारण समिति ने सितंबर 2016 में अपनी रिपोर्ट सौंप दी थी. जिसके सदस्य खुद दिल्ली सरकार के मुख्य सचिव थे.

अगर ये मान भी लिया जाए कि दिल्ली सरकार ने किराया बढ़ाने का विरोध किया था तो फिर मई 2017 में किराया कैसे बढ़ गया और तब सरकार की तरफ से कोई बयान या चिठ्ठी क्यों नहीं आई. जबकि हकीकत ये है कि मेट्रो किराए की बढ़ोतरी का बड़ा हिस्सा तो मई 2017 में ही लागू कर दिया गया था. क्योंकि औसत 91 फीसदी बढ़ोतरी प्रस्तावित थी, जिसमें से 51 फीसदी बढ़ोतरी मई 2017 में ही कर दी गई थी और अब हंगामा बाकि बचे 27 फीसदी बढ़ोतरी वाले चरण पर हो रहा है. जो 10 अक्टूबर से लागू होना है.

कैसे आम मेट्रो मुसाफिर को किया गया नजरअंदाज

आखिर किराया बढ़ाने को लेकर समिति ने जो दलीलें दीं वो हैरान करने वाली हैं. दलील दी गई कि सरकारी कर्मचारियों की तनख्वाह बढ़ने और न्यूनतम मजदूरी में बढ़ोतरी हुई है, लेकिन समिति ने बड़ी ही साफगोई से उन मुसाफिरों का पक्ष नज़रअंदाज़ कर दिया जो इन कैटेगरी में नहीं आते. बेरोज़गारी के आंकड़े और स्कूल-कॉलेज में पढ़ने वाले छात्रों की जेब का भी कोई ख्याल नहीं रखा गया.

किस तरह से तय किया गया बढ़ा हुआ किराया

चौथी किराया निर्धारण समिति का गठन दिल्ली मेट्रो के लिए नया किराया तय करने के लिए 2016 को किया गया. 9 जून 2016 को कमेटी के अध्यक्ष रिटायर्ड जस्टिस एमएल मेहता ने कार्यभार संभाला. उनके अलावा कमेटी में दो सदस्य और थे, जिसमें दिल्ली सरकार के तत्कालीन मुख्य सचिव केके शर्मा और केंद्रीय शहरी विकास मंत्रालय के तत्कालीन एडीशनल सेक्रेटरी डीएस मिश्रा शामिल थे. मिश्रा अब शहरी विकास मंत्रालय के ही सेक्रेटरी हैं और इस नाते वो दिल्ली मेट्रो रेल कार्पोरेशन के चेयरमेन भी हैं.

2009 से लेकर 2016 में कमेटी बनने तक मेट्रो के किराये में बढ़ोतरी नहीं हुई थी. इसलिए कमेटी दो चरणों में मेट्रो के किराए को बढ़ाने की सिफारिश करती है. इसमें पहले चरण में 51 फीसदी और दूसरे चरण में 27 फीसदी किराया बढ़ेगा. किराया निर्धारण समिति ने अपनी रिपोर्ट में ये भी लिखा है कि बढ़ा हुआ किराया मेट्रो के मुसाफिर वहन कर सकने में सक्षम हैं. इसके समर्थन में मेट्रो की फेयर फिक्सेशन कमेटी ने कुछ दलीलें भी दी हैं और तथ्य पेश किए हैं.

कमेटी ने रिपोर्ट में लिखा, ये पाया गया कि 2009 से 2016 के बीच औद्योगिक दैनिक भत्ता 95 फीसदी तक बढ़ गया है. केंद्रीय कर्मचारियों का दैनिक भत्ता भी 103 फीसदी तक बढ़ा है. कमेटी के मुताबिक अनस्किल्ड, सेमी स्किल्ड और स्किल्ड मजदूरों की मजदूरी भी 143, 158 और 166 फीसदी तक बढ़ गई है.

कमेटी की रिपोर्ट में इस बात का भी ज़िक्र है कि दिल्ली सरकार ने न्यूनतम मजदूरी में पचास फीसदी और केंद्र सरकार ने न्यूनतम मजदूरी में 43 फीसदी की बढ़ोतरी की है. इन तथ्यों के आधार पर कमेटी ने ये निष्कर्ष निकाला कि मजदूरी से लेकर सरकारी कर्मचारियों की तनख्वाह बढ़ गई है और इसलिए वो मेट्रो का बढ़ा हुआ किराया दे सकते हैं.

राष्ट्रीय और अंतरराष्ट्रीय संस्थाओं के उदाहरण

किराया बढ़ाने के पीछे किराया निर्धारण समिति ने डीटीसी का उदाहरण दिया. जिसमें कहा गया है कि किराया नहीं बढ़ाने की वजह से डीटीसी की आर्थिक हालत पतली हो गई और डीटीसी सरकार के लिए एक देनदारी बन गई. यही नहीं अंतरराष्ट्रीय स्तर पर कमेटी ने वॉशिंगटन मेट्रो का उदाहरण दिया. जिसमें सालों तक किराया नहीं बढ़ाने की वजह से वॉशिंगटन मेट्रो को बंद कर दिया गया था. कमेटी ने कहा है कि अगर दिल्ली मेट्रो का किराया नहीं बढ़ाया गया तो डीएमआरसी की सेहत के लिए ये अच्छा नहीं होगा.
